DUBAI HEALTHCARE CITY AUTHORITY LAUNCHES ‘MASAAR’, FIRST-OF-ITS-KIND E-SERVICEs SYSTEM IN THE UAE FOR CLINICAL AND COMMERCIAL ACTIVITIES Monday, January 30, 2017 Dubai, January 30, 2017: Dubai Healthcare City Authority (DHCA), the governing body of Dubai Healthcare City (DHCC) free zone, today announced the official launch of ‘Masaar’, the first-of-its-kind e-services system in the UAE that combines clinical and commercial activities. An initiative by Dubai Healthcare City Authority – Regulatory (DHCR), the independent regulatory arm of DHCA, Masaar is in line with the regulator’s commitment to excellence and smart governance, and supports Dubai Smart Government. Masaar was launched on the sidelines of the Arab Health Exhibition & Congress in the presence of HH Sheikh Hamdan Bin Rashid Al Maktoum, Deputy Ruler of Dubai, UAE Minister of Finance and President of Dubai Health Authority, HE Abdul Rahman Al Owais, Minister of Health, HE Humaid Mohammed Obaid Al Qatami, Director General, Dubai Health Authority, Khalid Ahmed Al Sheikh Al Shamsi , CEO, Dubai Healthcare City Authority along other senior officials. Khalid Ahmed Al Sheikh Al Shamsi, CEO, DHCA, said, “We are delighted to launch Masaar, a platform that strengthens Dubai’s ranking in ease of doing business and the emirate’s reputation for high-quality experience that promotes a culture of customer happiness. Masaar underscores innovation and entrepreneurship, and is a remarkable improvement in our licensing for healthcare professionals and our business set-up process which will further support the free zone’s growth and its ecosystem of clinical, non-clinical, education and research institutions.” Masaar addresses the need for an efficient one-stop e-services system offering comprehensive services for applications and renewals in commercial set-ups, healthcare professional and clinical licensing as well as government services. In developing Masaar, DHCR mapped the landscape of the services it currently provides to identify essential online services and to integrate these with government and non-government entities. Central to Masaar’s technology are features such as unique portfolios; e-payments; and an application tracking system, benefiting members of the Dubai Healthcare City community. Dr AlBlooshi, said, “Masaar is built to improve efficiency, transparency and convenience. With close to 200 services. The system aims to improve each customer’s experience - from a healthcare professional applying or renewing a license to a business owner wanting to set up,”. He added, “DHCR is empowering the free zone’s customers to make decisions at the click of a button. We are constantly developing platforms to facilitate partnerships for the existing DHCC community and prospective partners and healthcare professionals in the free zone.” Masaar has services in commercial registration and licensing; healthcare professional licensing; quality surveys; engineering services; government services; compliance and assurance; and education and research.
