Khalid Ahmed Al Sheikh Al Shamsi, CEO, DHCA, said, “We are delighted to launch Masaar, a platform that strengthens Dubai’s ranking in ease of doing business and the emirate’s reputation for high-quality experience that promotes a culture of customer happiness. Masaar underscores innovation and entrepreneurship, and is a remarkable improvement in our licensing for healthcare professionals and our business set-up process which will further support the free zone’s growth and its ecosystem of clinical, non-clinical, education and research institutions.”

Masaar addresses the need for an efficient one-stop e-services system offering comprehensive services for applications and renewals in commercial set-ups, healthcare professional and clinical licensing as well as government services.

In developing Masaar, DHCR mapped the landscape of the services it currently provides to identify essential online services and to integrate these with government and non-government entities. Central to Masaar’s technology are features such as unique portfolios; e-payments; and an application tracking system, benefiting members of the Dubai Healthcare City community.

Dr AlBlooshi, said, “Masaar is built to improve efficiency, transparency and convenience. With close to 200 services. The system aims to improve each customer’s experience - from a healthcare professional applying or renewing a license to a business owner wanting to set up,”. He added, “DHCR is empowering the free zone’s customers to make decisions at the click of a button.  We are constantly developing platforms to facilitate partnerships for the existing DHCC community and prospective partners and healthcare professionals in the free zone.”

Masaar has services in commercial registration and licensing; healthcare professional licensing; quality surveys; engineering services; government services; compliance and assurance; and education and research. To access Masaar go to www.dhcr.gov.ae and click ‘E-services’.

In its initial phase, Masaar caters to healthcare professional licensing and commercial licensing services for new business partners. In the near future, it will provide government services and commercial licensing services for its 390 existing partners.

About Dubai Healthcare City Authority

Dubai Healthcare City Authority (DHCA), the governing body of Dubai Healthcare City free zone, was established in May 2011 by HH Sheikh Mohammed Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, to become an internationally recognized destination by enabling high quality integrated healthcare, education, research and wellness. He appointed HRH Princess Haya Bint Al Hussein as the Chairperson of DHCA, and outlined specific guidelines for effective project implementation and strategic development within the initiative’s framework. In December 2011, HH Sheikh Mohammed appointed a new Board of Directors, accountable to HRH Princess Haya, to take the Dubai Healthcare City free zone to a new level of medical excellence.

As of December 2015, and following the successful conclusion of the collaboration with TECOM Group (a member of Dubai Holding), Dubai Healthcare City now operates through an independent regulatory arm, ‘Dubai Healthcare City Authority – Regulation’, or DHCR, which regulates two new operational sectors – education and investment – and reports directly to the DHCA Board. DHCR handles licensing of healthcare professionals and providers as well as other businesses operating throughout the free zone.

‘Dubai Healthcare City Authority – Investment’, the Authority’s investment sector also known as DHCI, focuses on leveraging DHCC’s global healthcare standards as well as strengthening its medical tourism portfolio of healthcare services.

‘Dubai Healthcare City Authority – Education’, the Authority’s education sector also known as DHCE, oversees development of the Mohammed Bin Rashid University of Medicine and Health Sciences, part of the Mohammed Bin Rashid Academic Medical Center (MBR-AMC). The MBR-AMC represents an integrated environment with institutions including Al Jalila Foundation Research Center and the Mohammed Bin Rashid University Hospital.
